What is published
This site did not find a current official schedule of passenger service, security or other charges for President Modibo Keita-Sénou International Airport. The Malian foreign ministry visa portal lists services but no fees 4. The most detailed official account of how charges are set is two working papers Mali presented to an ICAO conference on airport and air navigation economics in Montréal, both dated 27 August 2008 1,2. They give no amounts 1,2. Their description is historical and may have changed.
Who sets each charge
Mali's paper CEANS-WP/41 named these bodies in 2008 1.
| Charge | Who sets it | Basis |
|---|---|---|
| Aeronautical and meteorological charges 1 | Interministerial order of the ministers in charge of civil aviation and finance 1 | Operating costs 1 |
| Air navigation charges 1 | Proposed to states by the committee of ASECNA's supervising ministers after consulting IATA 1 | Operating costs 1 |
| Airport charges 1 | Decision of the chairman and chief executive of Aéroports du Mali 1 | Operating costs 1 |
| Ground handling 1 | Contracts between ASAM S.A. and airlines 1 | Services provided 1 |
How the charges work
Mali's paper CEANS-WP/42 said Aéroports du Mali handles the commercial management of Mali's airports and that ASECNA runs air navigation services 2. It said both apply a single till 2. Aircraft-related costs are not included in passenger charges and are recovered through charges on aircraft operations 2.
The same paper said security charges are based on the number of passengers and do not cover the cost of general state security functions 2. It said the civil aviation authority, ANAC, recovers the cost of security measures at airports and oversees ADM and ASECNA 2. Differential charges were negotiated between operators and users without ANAC 2.
Taxes and consultation
CEANS-WP/41 said many civil aviation bodies in Mali levied different taxes, and that there were no formal consultations on setting taxes and charges 1. It said informal consultations and cooperation arrangements with users often took place 1. It reported a tourist tax levied on each air transport passenger, without saying who set or collected it 1. This site found no official notice giving the current amount of that tax.
Fees travellers meet before and at the airport
- Visa. The UK FCDO says application and payment are fully online through the Malian foreign ministry website, and an entry permit is issued electronically once approved 3. The ministry portal checked by this site shows no fee 4.
- Customs on personal goods. Non-commercial goods worth up to 250,000 FCFA that fall outside the allowances are taxed at standard tariff rates and collected directly. Above that value a written declaration through a licensed customs agent is needed 5.
- Cash. Mali customs says non-residents must declare in writing foreign currency above the equivalent of 1,000,000 CFA francs on entry. Its page gives no fee for the declaration 6.
