The instrument that approved the concession

Mali's Official Journal printed Decree 2016-0743/P-RM in issue 49 of 2 December 2016 1. The decree is dated 27 September 2016 and records approval by the President of the Republic after consideration in the Council of Ministers 1.

The title names the Government of Mali and Securiport LLC as the parties 1. It describes a concession for the supply and operation of a civil aviation and immigration security system 1.

The term and project model

Article 1 states a term of ten years 1. The same article describes construction, maintenance and transfer as the project model 1. The decree does not state the day on which operations began, so the approval date alone cannot prove the operational expiry date 1.

The decree cites Mali's public procurement code and an earlier decree on an airport security fee for an integrated immigration-control system 1. A citation to those instruments proves that they formed part of the legal background. It does not publish the commercial terms of the concession 1.

What the decree does not establish

The published approval does not state the contract value, passenger-fee amount, revenue split, collection method, bank-account structure or equipment prices 1. Those facts require the signed concession, an implementing decree, an official tariff or another primary record.

The decree does not publish data-hosting, access, retention or deletion rules 1. It does not name an audit timetable or print the transfer conditions that apply at the end of the concession 1.

How to read later reporting

Reporting in 2023 and 2024 linked criminal proceedings against former public officials to the concession 2,3. Those reports describe allegations and procedural steps concerning named officials. They do not replace the decree and do not by themselves establish a final judgment against Securiport LLC 2,3.

Ouestaf reported in June 2024 that a former security minister had been charged in a case described as the Securiport matter 2. Studio Tamani reported in February 2024 that a former minister received provisional release in proceedings linked to the same matter 3. Neither report cited a final company conviction 2,3.
